PROBLEM TO BE SOLVED: To enhance the efficiency with respect to a freezer which generates cold heat by the evaporation of water. SOLUTION: A utilization system 11 is constituted by connecting a humidifying cooler 20 to a steam separator 25. The humidifying cooler 20 supplies water through a moisture permeable film 21, and humidifies and cools the air to be cooled. The steam separator 25 separates steam from the air to be cooled, through a steam permeable film 26. The separated steam is sent to the steam space 42 of a steam discharger 40 after being compressed with a compressor 30. The air for moisture radiation dehumidified with a dehumidifying mechanism 60 is sent to the air space 27 of the steam permeable film 41. In the steam discharger 40, the steam shits to the air space 27 through the steam permeable film 41 by the difference of steam pressure between both sides of the steam permeable film 41.
