SOLUTION: A pocket 18 and a notch 19 are respectively provided with a specified pitch in the circumferential direction opposed parts of a pair of plates 15, 16 free to relatively rotate, a strut 20 free to engage and disengage with the notch is stored in the pocket 18, a fulcrum groove 18a and a fulcrum projection 20b to be engaged with both sides of an end part in the circumferential direction of each of the pockets 18 and each of the struts 20 free to revolve with each other are provided, a washer type retainer is detachably provided on an opposed part of one of the plates 15 having the pocket 18, and the retainer 22 has a window hole 22b to allow rising and sinking of each of the struts 20 and a restricting wall 22f to block an upper surface of the fulcrum groove 18a.
