PROBLEM TO BE SOLVED: To dispense with data transmission from a detector and to reduce the load of an exchange network by providing a 2nd terminal device, which calls a telephone number of a 1st terminal device from which information is desired to be collected, and displays the information from the exchange network establishing a call. SOLUTION: An exchange network 100 receives a calling from a service subscriber, and a controlling part 101 makes a pseudo-terminal functioning part 102 receive the calling to establish a call with a caller. Next, the part 102 transmits to a receiving number set by the caller. The network 100 simultaneously calls an area corresponding to the receiving number. Subsequently, the network 100 conducts authentication processing to each of terminal devices B120, that have returned a response to specify the terminal device B120. After the authentication processing, the part 101 transfers additional information, such as the effective response and the positional information to a statistic information preparing part 103. The call is established with the terminal device B120 that can first confirm the connectability of the call. Disconnection processing is executed with respect to the other terminal devices B120. Then, the prepared statistic information is transmitted to a terminal device A130 owned by the service subscriber.
