PROBLEM TO BE SOLVED: To improve the reliability of a monitoring system by allowing a receiving center side to speedily grasp an abnormal transmission, efficiently checking the fixed-time reporting and reporting the untransmittable state of a monitoring terminal to a user, as for a method for reporting an abnormal communication in the monitoring system of an emergency information system, a security system, etc. SOLUTION: A monitoring system consists of a monitoring terminal 11 for detecting the occurrence of an information even and transmitting information data on this event to a receiving center and a receiving center side device 12 for receiving information data from the terminal 11 by a receiver 12 and processing/retaining the received information data by a data processor 122. In the system, the terminal 11 is provided with an information data transmission part 111 and a voice information sending part 112 for dial-calling to a backup information destination 127 set in advance and sending an information message by a synthetic voice at the time of failing in transmission of information data and that of fixed-time information.
