PROBLEM TO BE SOLVED: To effectively correct hand shake even in various photographing situations due to hand shake caused by the movement of a device and a hand shake vector detected at the time of compressing moving image. SOLUTION: An image input device 101 compressing and recording image information obtained by picking up the image of an object is provided with an image pickup means 103 for obtaining image information, a movement detecting means 104 for detecting the movement of the image input device, a conversion means 105 for converting the movement to an image shaking quantity, a correcting means 107 for correcting the image information based on the image shaking quantity, a signal processing means 108, an encoding means 109, a data recording means 112, a hand shake vector detecting means 110 for detecting a hand shake vector from the image information and a correcting effect evaluation value calculating means 111 for calculating a correcting effect evaluation value from the hand shake vector. Then, the means 105 corrects the image shaking quantity based on the correcting effect evaluation value.
