PROBLEM TO BE SOLVED: To provide an information recording medium and an information recording and reproducing device permitting to finely set a temporary erase processing unit, and further permitting to perform fine-textured data management. SOLUTION: When a temporary erase range is designated in units (VOBU), and the designated unit (VOBU) is not in a break of objects (VOB) or cells (CELL), the objects (VOB) or the cells (CELL) are divided, and a management data (VMG) is updated corresponding to the divided objects (VOB) or cells (CELL), and also a temporary erase flag is added to the inside of the management data (VOBI) of the objects (VOB) corresponding to the designated unit (VOBU).
