PROBLEM TO BE SOLVED: To perform miniaturization while stabilizing belt behavior and improving cleaning performance by maintaining relative position relation between a steering member and a cleaning member at the time of the steering operation of the steering member by a linking mechanism. SOLUTION: When a meandering phenomenon occurs on an intermediate transfer belt, by signals from a sensor which detects the meandering of the intermediate transfer belt, a steering motor 27 is rotated by a prescribed amount in a prescribed direction. Then, the side of the outer side frame 22c of a movable frame 22 is vertically shifted with a pivot 23 as a rotary shaft and a steering drive roll 2 attached to the movable frame 22 changes a posture for the steering operation accompanying it. At the time, the cleaning blade of a belt cleaning unit 9 attached to the movable frame 22 also changes the posture matched with the change of the posture by the steering operation of the steering drive roll 2.
