PROBLEM TO BE SOLVED: To provide a technology for efficiently managing frequently used data and data that are not used so much. SOLUTION: This system is provided with a fast accessible high speed storage medium 14, a low speed storage medium 15 whose access speed is slower than that of the high speed storage medium and a managing means 11 for transferring design data that is not used, e.g. for three or more months among data existing in the high speed storage medium from the high speed storage medium to the low speed storage medium, and improves the use efficiency of a file server by preventing the storage capacity of the high speed storage medium from being pressed by the design data whose use frequency is low.
