PROBLEM TO BE SOLVED: To obtain a sample, for the measurement of a flow potential, and a memory cell in which the flow potential can be measured in such a way that the sample, for the measurement of the flow potential, such as a hollow thread, a fiber, a woven textile or a flilm is filled into the measuring cell in a densely filled structure. SOLUTION: A thermosetting resin is put into gaps between hollow thread bundles which are aligned in one direction. Alternatively, fiber bundles which are aligned in one direction, a woven geotextile or a film are rolled up in a roll shape. Thus, a sample is prepared. A thermally contractible tube is put on the sample, and it is heated and contracted. A sample tube 4 which is cut in a prescribed length is inserted into a bush 5 having a taper Tb and a taper Td on both ends, and it is set between a holder 1 and a holder 2. Both holders 1, 2 are tightened by a screw Sa and a screw Sb. The sample tube 4 can be set airtightly by a taper Ta and a taper Tc. Then, an O-ring is fitted to the groove 6 of the holder 1, and a holder 3 is attached to the holder 2. Electrodes which have many small holes in the cross section of the sample tube 4 are set from both sides.
