PROBLEM TO BE SOLVED: To repeat a combustion cycle for ionization and recombination of H and O, wherein brown gas is combusted to heat an exothermic portion, an outer wall is heated by radiant heat from the exothermic portion to radiate infrared rays, and the combusted brown gas supplied to a combustion chamber turns to high temperature water molecules to absorb the infrared rays and raise its own temperature through self-exothermic phenomenon. SOLUTION: A device for creating energy based on brown gas circulation combustion to which the characteristics of the brown gas are applicable, consists of an exothermic portion 20 provided on a support 10, a combustion chamber 35 formed so as to enclose the exothermic portion 20 therein, an outer wall 30 for radiating infrared rays, a brown gas generator 40, an on-off valve provided between supply pipe passages 50, 52 so as to intermit the brown gas, and a combustion burner 70 for heating the exothermic portion 20 by burning the brown gas.
