PROBLEM TO BE SOLVED: To actualize the stable discharging of a display panel and to decrease the scale of driving circuits by composing a 1st driving circuit of a sustaining circuit which generates both a positive and a negative output and a 2nd driving circuit of a 1st sustaining pulse generating circuit and a scanning circuit. SOLUTION: One-end sides of 1st electrodes 2 are connected in common and further connected to the 1st driving circuit 5. Further, 2nd electrodes 3 are connected to the 2nd driving circuit 6 and address electrodes 4 are connected to an address driving circuit 7 respectively. A waveform control circuit 8 is connected to those driving circuits 5 to 7 to control their operations. The 1st driving circuit 5 is constituted by using the sustaining circuit 9 for generating both the positive and negative outputs and a reset circuit 10. The 2nd driving circuit 6, on the other hand, is constituted by using the 1st sustaining pulse generating circuit 11 for generating 1st sustaining pulses, a reset circuit 12, and the scanning circuit 13 for distributing signals to individual 2nd electrodes 3.
