PROBLEM TO BE SOLVED: To suppress the increase in the size of a device and hence reduce costs by eliminating the need for providing a number of expensive valve devices with a large capacity. SOLUTION: A steam-heating device 5 is provided with functions for dehumidifying and heating steam, dehumidifies and heats steam being introduced from a steam introduction system 4, and unloads the heated steam from a heating steam introduction system 7. In this case, a valve device 12 for relief for releasing steam is provided at the upstream side of the heating function as the valve device 12 corresponding to the low-temperature steam capacity before heating, thus miniaturizing the valve device 12 or reducing the number of installed valve devices 12, eliminating the need for providing a number of expensive valve devices with a large capacity, and suppressing the size of the device and reducing costs.
