PROBLEM TO BE SOLVED: To reduce the reflection of a laser beam on the surface of an under coat layer, to prevent polarization and to suppress the occurrence of unevenness and defects in an image such as Newton ring-like striping and moire-like striping in image formation. SOLUTION: An undercoat layer 30 containing a dispersed light scattering agent is formed on the surface of a cylindrical aluminum or aluminum alloy substrate and a photosensitive layer is formed on the surface 31 of the undercoat layer 30 to obtain the objective organic photoreceptor. The surface of the substrate has a waveform of a cross-sectional shape which is regular every prescribed pitch and the surface of the substrate in each pitch has a waveform of an irregular rugged cross-sectional shape, the surface roughness of which are represented by 0.8-1.5μm average roughness in 0.05 mm measurement length, 20-40μm average top-to-top interval of the rough cross-sectional curve and 2.5-3.5 deg. average gradient.
