PROBLEM TO BE SOLVED: To facilitate transmission of an image of a video conference through a low speed channel. SOLUTION: The video conference system where a conference is held between a plurality of participants, is provided with a position data decision device 8 that decides the position of a participant who is speaking on the basis of voice data of the participants and with an image data controller 7 that divides an image obtained by picking up the participants, assigns an image area to each participant, decides the area of the participant who is speaking on the basis of the position data from the position data decision device and transmits only a moving picture of the participant who is speaking. |
