PROBLEM TO BE SOLVED: To obtain an integrated circuit device which can be reduced in power consumption and, at the same time, can prevent the malfunction of a circuit. SOLUTION: An integrated circuit device is provided with functional blocks 1, 2, and 3, switches 11, 12, and 13 for turning on/off power supply, and a control circuit 10. The device is also provided with a substrate power supplying line 14 for supplying substrate power V0. The functional blocks 1 and 2 constitute a first signal processing circuit section 4 and the functional blocks 2 and 3 constitute a second signal processing circuit section 5. The blocks 1, 2, and 3 are connected to a power terminal 6 respectively through the switches 11, 12, and 13 and supplied with power VDD for functional block. Since the device is constituted to supply substrate power V0 which is lower than the power VDD to one of the functional block when the supply of the power VDD to the block is cut off, the power consumption of the device can be reduced and, at the same time, the malfunction of the peripheral device of the functional block can be prevented even when the power supply to the block is cut off.
