PROBLEM TO BE SOLVED: To eliminate rising heat loss in winter season while preventing the cooling load from increasing in summer season due to solar radiation by employing a latent heat storage material having phase change temperature slightly lower than a predetermined air conditioning temperature of a room thereby storing even heat generated in a room in winter season or weal solar radiation heat. SOLUTION: The heating floor 3 comprises a particle board 6, a latent heat storage material 7 and a surface floor material 8 laminated sequentially on a heat insulating material 5 and bonded. The latent heat storage material 7 utilizes such a material as the phase change temperature is slightly lower (1-2 deg.C) than a predetermined air conditioning temperature (normally, 20-22 deg.C) of a building. In case of thermal insulation at energy saving standard 2 region level, a latent heat storage material 7 of 10 mm thick having a melting heat quantity of 20 kcal/kg is used when the predetermined air conditioning temperature is 22 deg.C and the phase change temperature is set at 20 deg.C. A small range around 20 deg.C is included in the phase change temperature. When the predetermined air conditioning temperature is 27 deg.C, the phase change temperature is set at 25 deg.C.
