A liquid supply pipe (2) supplies liquid which rotates to a central axle line surroundings of a spiral groove (12) in a liquid rotation chamber (20). An exhaust nozzle (17) is formed at the center of the end surface of the liquid rotation chamber to discharge the liquid. The liquid rotation chamber is formed as a cone-shaped convex space on the front side of the spiral groove at the exhaust nozzle side. The liquid supply pipe is connected with the rear end side of the spiral groove whose inside and outside surfaces are closed. The liquid is supplied from the liquid supply pipe to the spiral groove and discharged from the end side of the spiral groove.
