PROBLEM TO BE SOLVED: To easily control the drive of an operation input processing part by using a part of program data in a fundamental program storage part. SOLUTION: When program data in a fundamental program storage part 11B is used to perform simulation operation of an operation input execution part 11C for test by a test execution processing part 11A, a read command to be given to the fundamental program storage part 11B is stored in a processing program generation part 11D, and program data stored in a sector corresponding to this read command is extracted and is stored in a processing program distribution memory part 12. Thus, program data for execution of an operation input execution part 33 is easily supplied to an operation input processing part 13.
