PROBLEM TO BE SOLVED: To provide a formwork used also as a decorative board for the front surface wall of a levee which can harmonize the bank of an erosion control dam with the surounding natural environment and also promote the utilization of thinnings. SOLUTION: Lateral members 2, 3, 4 made of thinnings formed flat from the rear surfaces and upper and lower surfaces in the longitudinal direction are connected and lapped to three stages in one united body with coupling bolts 6 in up-down direction, thereby forming a formwork used also as a decorative board 1. The formwork also used as a decorative board 1 is made connectable with a connecting board 8 in lateral direction and, in the up-down direction, the formworks used also as lower-level decorative boards 1 at the upper level butted together at the end portions at the central part of the upper surface through the staggered foamed resin sheets with coupling pins 12. Bolt holes for inserting anchor bolts to the front surface wall of the levee are drilled from the front to the rear surfaces as the predetermined intervals in the longitudinal direction of the intermediate lateral members 3 on the front surface.
