PROBLEM TO BE SOLVED: To prevent the inconvenience that when a rolling control apparatus is out of order and the rolling of an operating part is locked at the position following the stop of drive of an actuator, it is difficult for the operating part to be manually returned to a neutral position and the following operations can not be carried out. SOLUTION: A drive gear 28 of a rolling actuator is provided with a spline channel on a shaft hole, is engaged with a spline channel formed on the outer periphery of a driving and revolving shaft 27a of a motor 27 and is installed slidably in the axial direction and integrally rotatably. The drive gear 28 can be operated from an engaged state with a partial gear part 26a of a rolling operation member 26 to an unengaged state (two-dot chain line) by a shifter 37.
