PROBLEM TO BE SOLVED: To provide a flame retardant combination of which even a small amount can impart an excellent flame retardance to a plastic by combining a phosphinate and/or a diphosphinate with a melamine condensate and/or a melamine-phosphoric acid reaction product. SOLUTION: A phosphinate represented by formula I and/or a diphosphinate represented by formula II and/or a polymer of these ingredients (ingredient A) is combined with a melamine condensate and/or a melamine-phosphoric acid reaction product and/or a melamine condensate-phosphoric acid reaction product and/or a mixture of these ingredients (ingredient B), each in an mount of 1-30 wt.% based on a plastic molding material comprising a thermoplastic polymer, to be used as a flame retardant. In the formulas, R1 and R2 are each 1-6C alkyl or aryl; R3 is 1-10C alkylene, 6-10C arylene or 6-10C alkarylene; M is an ion of Ca, Mg, Al or Zn; m is 2 or 3; n is 1 or 3; and x is 1 or 2.
