PROBLEM TO BE SOLVED: To form no puddles on the surface by draining rainwater, snowmelt water, and the like absorbed into a permeable pavement surface, satisfactorily in a civil engineering structure such as a road with the permeable pavement surface constructed on an impervious layer. SOLUTION: This receiving frame A for fitting therein a cover B for covering the open upper face of a drainage ditch block has inward sides 2a, 2b for placing the cover B thereon, and rising sides 1a, 1b facing the side faces 10 of the cover B, with clearances. The rising sides 1a, 1b kept in contact with the edges of a permeable pavement surface are provided with water through apertures 3a, 3b. Water absorbed into the permeable pavement surface is rapidly drained to a drainage ditch from the water through apertures 3a, 3b.
