PROBLEM TO BE SOLVED: To move sites not requiring the writing at high speed by separating all the sites into the sites requiring the writing by a writing head and the sites not requiring the same and providing the difference in the moving speed of the writing head in writing. SOLUTION: A high speed writing and processing device is constituted of a plate/plate cylinder 50, an encorder 10 measuring the rotating angle of the plate/plate cylinder 50, a laser writing head 11, a two-stage speed variation transfer mechanism 12 for the writing head, a stage driver 13 for the two-speed control, a writing controller 14, an image control section 16 and a data server 15.
