PROBLEM TO BE SOLVED: To sterilize raw water discharged from a combined septic tank to prevent the pollution of groundwater even when the water permeates the ground. SOLUTION: Water supplied from a combined septic tank, etc., to a storage tank 1, after being disinfected primarily by a preliminary electrolytic chamber 2 and a chlorine disinfection apparatus 3, is transferred to a reactor 10 by an air lift apparatus 4. The water supplied to the inflow side area (p) of the reactor 10 passes through partitions W1, W2, reaches the outflow side area (r), and is sent to an electrolytic chamber 11 by an air lift apparatus 12. Since the operation and stop of the air lift apparatus 12 are set up to be repeated alternately at constant intervals T, the water is retained in the electrolytic chamber 11 for at least a constant length of time T to be electrolyzed during the time so that the concentration hypochlorous acid produced in the treated water can be increased. In this way, the water discharged from the combined septic tank can be sterilized/disinfected surely without using a disinfectant.
