PROBLEM TO BE SOLVED: To provide an electrolytic water generator which can control the oxidation of a reduction type target substance even in the presence of active oxygen, etc., and can maintain a reduction state as cathodic water having reduction side potential, or can reduce an oxidation type substance into a reduction type substance, and can produce cathodic water which can reproduce the reduction type substance effectively. SOLUTION: An apparatus has an electrolytic cell 2 having an anode chamber 18 having an anode 12B, a cathode chamber 14 having a cathode 12A, and diaphragm which is arranged to partition the anode chamber 18 and the cathode chamber 14 and allows cations and/or anions to pass through. Anodic water and cathodic water are produced by the electrolysis with a diaphragm of raw water containing dissolved ions. The electrolytic cell 2 which can make the cathodic water produced in the cathode chamber 14 contain dissolved hydrogen gas particles is provided. An oxidation-reduction substance adding apparatus for adding an oxidation-reduction substance into raw water is provided.
