PROBLEM TO BE SOLVED: To provide a coating film forming method needless for an expensive coating fixture, capable of coping with various coating materials and uniformly applying even on the surface of a base material to be coated which has unevenness and the variation in flatness, in the coating film forming method for forming a coating film by applying the liquid coating material on the surface of the base material. SOLUTION: A coating process (a) for applying the liquid coating material 10 on the surface of the base material 16 to be coated by forming an extended part by vertically extending a meniscus of a liquid coating material 10 at an opening part, dropping down or separating a part from the tip part of the extended part to stick the liquid coating material 10 on the base material 16 to be coated and simultaneously moving a discharge means relatively to the base material 16 to be coated, a leveling process (b) for leveling the liquid coating material 10 on the base material to be coated and a solidifying process (c) for solidifying the liquid coating material 10 on the leveled material to be coated are performed.
