PROBLEM TO BE SOLVED: To simplify a cutter mechanism by coaxially providing a rotary notch body concentric with a rotary flat blade body on a rotary blade part to rapidly form notches in a longitudinal seal part in a substantially simultaneous manner in making a perforation or cutting in a transverse seal part of a subdivision- packing material. SOLUTION: This cutter mechanism comprises a cutter body 2 having a perforation blade body 21 fixed on a base 20 and a cutting blade body 22 slidable on an upper surface of a perforation blade body 21, and a rotary flat blade 31 and a rotary notch blade body 51 are provided with a rotary blade part 3 fixed to the same rotary shaft 33. When the cutting blade body 22 is retracted by the rotation of the rotary shaft 33 of the rotary blade part 3, a blade tip 52 of the rotary notch blade body 51 is brought into contact with an edge 211 of the perforation blade body 21 to form a notch in a longitudinal seal part of a packaging material, and then, an edge 32 of the rotary flat blade body 31 is brought into contact with the edge 211 of the perforation blade body 21 to form a perforation in a transverse seal part. When the packaging material is cut, similar treatment is implemented by advancing the cutting blade body 22.
