PROBLEM TO BE SOLVED: To safely operate the titled apparatus at ordinary temperatures and to decrease installation expenditure and operational expenditure by providing constitution of the installation in which org. halogen compd. can be decomposed at ordinary temp. and miniaturizing the constitution of the installation. SOLUTION: This method is provided with a dissolving and extracting tank 100 wherein ash (or soil) 1 is treated with an acid 101 and after an acid- dissolved filtrate 103 is dischargd, dioxins in remained solid content A are extracted with an extracting agent 105, a concentrating and dissolving tank 106 wherein the extract B is concentrated and an alkaline alcohol soln. 107 is added to the conc. liq. to dissolve it to prepare a treated liq. C, a transferring means 22 for transferring the treated liq. and an electron beam irradiating means 25 for irradiating electron beams 26 toward the treated liq. 21a on the transferring means 22.
