PROBLEM TO BE SOLVED: To reduce the cost of a catalyst for use in oxidative decomposition using ozone, while maintaining the action of the catalyst to be effective. SOLUTION: A water treatment apparatus is equipped with a reaction tank 3 through which water to be treated is passed and an ozone generator 6 supplying ozone to the reaction tank 3. In this case, a catalyst bed 4 formed from slag being a raw material is provided in the reaction tank 3 and, as the slag, at least one of blast furnace slag, converter slag and incineration ash molten slag based on SiO2 and containing at least MgO having effective catalytic action is used. Due to this constitution, slag, which has been a serious problem from an aspect of disposal, can be effectively utilized to reduce the cost of a catalyst.
