PROBLEM TO BE SOLVED: To improve workability by fixing upper and lower frames with a predetermined width in a panel having a facing material stuck to one side to the side faces of rails arranged in the ceiling and the floor and provided with a square section. SOLUTION: While a facing material 2 is stuck to one face of a rectangular framework 1, the width of upper and lower frames 11, 12 in the framework 1 is narrowed by the width of supporting rails 4, 5 in comparison with that of a vertical frame 13 and a horizontal beam 14. Then, the rails 4, 5 are formed of long wooden materials and the like provided with a square cross section so as to be individually fixed to a ceiling part 6 and a floor part 7 in a building. In construction, the framework 1 is fixed by abutting the upper frame 11 to the side face of the rail 4 and abutting the lower frame 12 to the side face of the rail 5, so that the rails 4, 5 and the vertical frame 13 and the horizontal beam 14 are set flush with each other substantially. In addition, on the side face of the flush framework 1, a facing material 3 is stuck for forming a partition wall A.
