PROBLEM TO BE SOLVED: To provide a floor laying pressure-sensitive adhesive double coated sheet which has adhesion capable of effectively inhibiting the occurrence of warpage due to the expansion and contraction of floor covering materials, a gap between the floor covering materials and the like, and has good removability to enable easy renewal working on remodeling and the like, and a floor laying method which uses this pressure-sensitive adhesive double coated sheet. SOLUTION: In a pressure-sensitive adhesive double coated sheet having pressure-sensitive adhesive layers formed on both sides of a substrate layer composed of a nonwoven fabric or a thermoplastic resin film, respectively, the loss tangent (tanδ) at 100 deg.C in the dynamic viscoelasticity spectrum of the pressure-sensitive adhesive layer formed on at least one side of the substrate layer is 0.2-0.5. In a floor laying method for the adhesive bonding of a floor covering material with a floor bed material, the pressure-sensitive adhesive double coated sheet is used so as to laminate its pressure-sensitive adhesive layer to the side of the floor covering material.
