PROBLEM TO BE SOLVED: To obtain an asphalt composition capable of being applied at normal temperature, capable of achieving an elastic pavement without using an aggregate having elasticity, capable of composing a pavement excellent in abrasion resistance, fluid resistance, cracking resistance and durability even if the composition is used in either of mixture of dense grain size and open grain size asphalt, and further to provide a production method thereof and the use thereof. SOLUTION: This asphalt composition consists essentially of an asphalt, a polyurethane-polyisocyanate prepolymer and a plasticizer. The production method of the asphalt composition comprises a first step for mixing the asphalt with a plasticizer, and a second step for mixing the mixture obtained by the first step with a polyurethane-polyisocyanate prepolymer. The mixture for normal temperature-type pavement consisting essentially of the asphalt composition and an aggregate, and the pavement constituted by using the mixture for the normal temperature pavement are also provided.
