PROBLEM TO BE SOLVED: To provide a sheath forming device which is small in number of parts, simple in assembly process, and capable of manufacturing a sheath having no hard portions such as a connection pipes. SOLUTION: A sheath forming device 1 comprises a rolling device 2 comprising a rolling part 8 slidable on a guide bar 7 and a core with a wire 13 passing through the rolling part 8 wound therearound in a coil shape, a sheath winding machine 3 comprising a forming table head 19 which forms a coil by winding the wire 13 around the core, and is connected to the rolling part 8 and movable on a guide bar 17, a feed device to feed the wire 13 of the specified amount to the core, and a threaded bar 18 with the forming table head 19 screwed therewith so that the forming table head 19 is movable on the guide bar 17, and a product receiving roll device 4 to receive the sheath fed by a feed roller 38 within one of receiving parts to hold the core after forming the sheath by winding the wire 13 around the core in a coil shape.
