PROBLEM TO BE SOLVED: To provide a shield machine and a tunnel excavating machine capable of easily excavating a required amount of excess soil only when a curved excavating is performed. SOLUTION: While a cutter head 3 is rotated sequentially in circumferential direction in increments of specified angles, a number of holes 29 making the rock brittle are drilled in a rock at specified distances by a drilling device 24 disposed in the cutter head 3. Next, while the cutter heat 3 is rotated in circumferential direction, a roller cutter 31 for excess excavation is pressed by an extrusion jack 32 in the outer radial direction of the cutter head 3. Then, the deteriorated rock around the cutter head 3 is collapsed by the roller cutter 31 for excess excavation so as to provide a space 37 for a change of direction of an excavating machine.
