PROBLEM TO BE SOLVED: To easily and rapidly manufacture a block having holes for bar arrangement with high efficiency while securing a desired strength of the block. SOLUTION: The block manufacturing device comprises a material feed box 14 which supplies a raw material to a form 15, a finger member 20 which is inserted skeweringly into the form 15, and an embossing die 39 which molds a raw material supplied to the form 15 by pressing it from above. Further, the finger member 20 is inserted into the form 15 so that the finger member 20 is skewered into the form 15, and the finger member 20 is rotated, while the raw material is supplied to the form 15. Then the raw material charged in the form 15 is pressed from above by the embossing die 39, after the supplying the raw material is finished to manufacture the block having holes for bar arrangement.
