PROBLEM TO BE SOLVED: To improve the efficiency in garbage separation and reduce electric power and cost to be required, by crushing organic waste containing impurities to a prescribed size, making a biodegradable fraction fine biologically, and separating the fined biodegradable fraction from the impurities, which have not been fined, by solid liquid separation. SOLUTION: Garbage, animal waste, etc., 1 packed in a vinyl bag or the like is fed into a crusher 2 to be crushed to a prescribed size. The crushed material is supplied to a biological fining device 3 and stored for a predetermined period to make a biodegradable fraction fine biologically. At this time, methane fermentation sludge, etc., 5 is added for increasing alkalinity of the fined material and accelerating acid fermentation. Furthermore, a separated material 6, consisting of the biologically fined organic substances, and impurities, which have not been biologically fined, are separated by a solid-liquid separator 4 to selectively remove vinyl waste, metals, etc. Thereby the recovery rate of the organic substances in the solid-liquid separator 4 is improved and the contamination of the impurities 7 is decreased.
