PROBLEM TO BE SOLVED: To provide a coating substrate treating agent capable of obtaining excellent adhesion for a coating film capable of working of a high order such as bending working after coating and to provide a coating substrate treating method and a coating substrate treated metallic material using same. SOLUTION: This coating substrate treating agent is composed of an aq. soln. contg. one or more kinds of sulfur-contg. compds. selected from the group of sulfide ions, triazine-thiol compds, thiocarbonyl group-contg. compds., thiosulfuric ions and persulfuric ions by 0.1 to 50g/l and one or more kinds of phosphorous-contg. ions selected from phosphoric ions, phosphorous ions, hypophosphorous ions, condensed phosphoric ions, phytic ions and phosphonic ions by 0.1 to 50g/l. As to the rust preventive treating method, zinc-coated steel or non-coated steel is treated with the above coating substrate treating agent, and the treated metallic material is treated with the coating substrate treating agent.
