PROBLEM TO BE SOLVED: To allow cutters to be replaced at a desired position, reduce equipment of compressing air, and shorten air compressing time. SOLUTION: A pressure partition wall 30 is installed at the front of an existing segment 22, and the pressure partition 30 is pressed by a shield jack 19. A door and a pneumatic tube are provided on the pressure partition wall 30. After a worker 40 enters a machine through the door of the pressure partition wall 30, compressed air is fed through the pneumatic tube 36 to raise a pressure inside the machine to a specified pressure. Next, a pneumatic tube 38 at a partition wall 6 of a cutter chamber 10 is opened to act the compressed air onto the inside of the cutter chamber in order to seal underground water from a heading. Then, a door 37 of the partition wall 6 is opened, and the worker 40 enters the cutter chamber 10 and replaces a cutter 3.
