PROBLEM TO BE SOLVED: To prevent the occurrence of dusting during transporting coal and upon charging it into a chamber-type coke oven to thereby maintain a good work environment, in drying coal and charging it into the oven, and to maintain the quality of the coke at a level necessary for blast furnace operation. SOLUTION: The ratio of addition of tar is determined in accordance with the content of a fine powder causative of dusting in pulverized coal after classification. The particle size distribution before classification is estimated preferably by the brand of coal being dried. The content of the fine powder causative of dusting in pulverized coal after classification is estimated from the estimated particle size distribution and the classification point determined in accordance with the particle size distribution. When dusting occurs from formed activated carbon even after the ratio of tar added reaches the preset upper limit value, it is preferable that the classification point is adjusted to increase the classification ration and to thereby increase the amount of a fine powder not causative of dusting in the pulverized coal to decrease the content of pulverized coal causative of dusting. Moreover, the ratio of addition of tar is preferably kept constant relative to the sum of coarse particle coal and formed activated carbon.
