PROBLEM TO BE SOLVED: To provide activated carbon having an increased adsorption capacity per unit weight and excellent in adsorption removal characteristics by improving the wettability of the pore parts of activated carbon with water to be treated and enhancing adsorption efficiency by contact with the surface of the activated carbon on which halogen-containing organic materials are adsorbed in a method for removing halogen-containing organic materials of low concentration such as trihalomethanes in water in which an adsorption zone is formed and water to be treated is made to pass through the adsorption zone and to provide a water purifying device using the provided activated carbon. SOLUTION: In the method for producing activated carbon, activated carbon and water are mixed and pressure-treated under atmospheric pressure or above.
