PROBLEM TO BE SOLVED: To provide an IC module commonly used for a contact and noncontact type which can communicate with high efficiency and an IC card commonly used for a contact and noncontact type which uses it. SOLUTION: The IC module 10 with a noncontact communication function has a connection terminal 15 for connecting to an external device on one surface of its insulating substrate and is mounted on the other surface with an IC chip 12 which has both a contact and a noncontact function and a chip-on-coil 13 which functions as an antenna so that they are stuck, and respective connection terminals are connected to the IC chip through a through hole 17 and the chip- on-coil and IC chip are electrically connected together. Further, this contact and noncontact IC card has such IC module mounted in a recessed part formed in its card base body.
