SOLUTION: A recording medium 3 is provided with a user region 31 and a non-user region 32, and access to the non-user region 32 can be performed by a non-public command. After the recording medium 3 is inserted, a message distribution device 1 and a reading terminal 2 capable of the writing of data in the non-user region 32 by the non-public command reads electronic information including enciphered electronic data recorded in the user region 31 and an electronic key recorded in the non-user region 32, and deletes the electronic information stored in the non-user region 32 in the recording medium. |
