PROBLEM TO BE SOLVED: To generally warrant an initiator which first outputs a log-in request to a target to log in first. SOLUTION: When the log-in request is received from the initiator, the management agent of the target discriminates whether the number of logg-in initiators reaches the number of allowable log-in (steps S210 and S212). When the number of initiators reaches that number, a priority order (n) of global unique identifications(GUID) of that initiator is read from a queue (step S213) and a time constant corresponding to that priority order (n) is read from a time constant table (step S214). The management agent sends a status packet containing a 'log-in error' and the read time constant to the above initiator (step S216). The initiator which receives that packet reads the time constant from that packet and sends the log-in request to the target again at timing corresponding to that time constant.
