PROBLEM TO BE SOLVED: To reduce size and weight by separating an engaging element and a spring pressure accumulating part of an elastic element in a circumferential direction and housing them in a housing recess. SOLUTION: A pair of plates 10, 11 relatively rotatable in an opposing state are provided. An opposing part of the plate 10 is provided with a plurality of housing recesses 13, and an opposing part of the plate 11 is provided with a plurality of engaging recess 15 in a circumferential direction, respectively. An engaging element 16 engageable disengageable with from the engaging recess 15 is housed in the hosing recess 13 rotatably about one circumferential end. An elastic element 20 in which a leg piece 20b and a pressing piece 20c protrude outward from a spring pressure accumulating part 20a bent like a coil or annularly is provided. The spring pressure accumulating part 20a of the elastic element 20 is separated from the engaging element 16 in a circumferential direction toward the other side and housed in the housing recess 13, the pressing piece 20c of the elastic element 20 is locked on the rotating end of the engaging element 16, and the leg piece 20b of the elastic element 20 is fit and locked into a locking hole 14 formed in the bottom of the housing recess 13.
