PROBLEM TO BE SOLVED: To realize both of access to high speed and continuous video data and access to video data in random order by providing an internal buffer recording temporarily data transferred between the processing section and a hard disk every time when access is performed between the processing section and the hard disk, in a file system. SOLUTION: A file system 104 is composed of a file control section 11 performing a procedure for controlling a file, an internal buffer 12 being a temporary recording region of data written and read out in/from a hard disk 103, a HDD transfer control section 13 performing transfer of data between the internal buffer 12 and the hard disk 103, a selector 14 selecting a buffer connected for each kind of access, and a control bus 2 connected to each constitution section in the file system. The internal buffer 12 has buffer regions being independent for each kind of access to the hard disk 103.
