PROBLEM TO BE SOLVED: To drive a hydraulic motor by reducing a pressure loss caused by the restriction of a servo valve without wasting an operating horse power of a hydraulic pump. SOLUTION: A hydraulic driving device which is provided with a servo valve 25 that drives and rotates a hydraulic motor 43 in response to a rotation of an electric motor 24 comprises a counterbalance valve 90. When hydraulic oil circulating between the hydraulic motor 43 and the servo valve 25 circulates in the direction of an arrow D, the counter balance valve 90 applies a back pressure to hydraulic oil which is supplied from the hydraulic motor 43 to the servo valve 25 so as to circulate hydraulic oil.
