PROBLEM TO BE SOLVED: To form a photosensitive layer by coating with a water-solvent coating fluid which is advantageous in terms of environmental protection and cost and to obtain a heat-developable photosensitive material having satisfactory adhesion between the photosensitive layer and protective layer and ensuring low fog, even after being stored in a high humidity atmosphere by using an isocyanato-containing polymer. SOLUTION: This heat-developable photosensitive material has at least one photosensitive layer, containing photosensitive silver halide on one face of the substrate and contains an organic silver salt and a reducing agent for the silver salt. The photosensitive layer contains a water-dispersible isocyanato-containing polymer and is formed by applying and drying a coating fluid in which 30 wt.% of the solvent or high is water. The photosensitive material may have at least one non-photosensitive layer on the photosensitive layer side, and in this case, the layers are formed by simultaneous drying after application. The isocyanato-containing polymer occupies 70 wt.% or higher of the binder of the photosensitive layer.
