PROBLEM TO BE SOLVED: To provide an input level control circuit capable of automatically controlling the input level of a communication terminal, and voice communication terminal equipment. SOLUTION: This device is provided with a microphone L for inputting a voice signal, an amplifier 2 for amplifying the level of the voice signal inputted through the microphone 1, an analog/digital(A/D) converter for converting the voice signal amplified by the amplifier 2 to a digital signal, a voice encoder 4 for encoding the output signal from the A/D converter 3, a voice detector 7 for discriminating whether the output from the A/D converter 3 is a voice signal or not and outputting voice presence/absence information and signal level information, a switch 5 for setting the gain control of the amplifier 2 and a controller 8 for controlling the gain of the said amplifier 2 corresponding to the signal level information from the voice detector 7 when the gain control is set by the switch 5 and the voice presence/absence information from the relevant voice detector 7 shows the voice signal.
