PROBLEM TO BE SOLVED: To provide a picture processor and a picture binarizing method for converting an inputted multi-valued picture to a binary picture optimal to OCR processing including a low-luminance character area in a high-luminance base, and a computer-readable storing medium. SOLUTION: Plural thresholds are selected based on a histogram calculated concerning a multi-valued picture, the multi-valued picture is respectively binarized through the use of the plural thresholds, and the mutual corresponding relation of black areas included in a generated binary picture is analyzed (S201 to S206). Then, based on the result of the analysis, the coordinate information, threshold and whether to invert or not of the black area (character area) at the time of finally binarizing the multi-valued picture are decided in each black area to execute binarization in accordance with the decided information (S207 to S208).
