PROBLEM TO BE SOLVED: To remarkably improve combustion efficiency of a hardly combussible fuel by combusting mixed fluid of the hardly-combussible fuel which is supplied from a burner portion and a spray medium for spraying the hardly-combussible fuel at a combustion atmosphere temperature of not less than a specific temperature, prior to introduction to a main fuel chamber having a heat exchanging portion for heating fluid to be heated. SOLUTION: An apparatus comprises a two-fluid burner 4 for injecting mixed fluid including a spray medium such as vapor or the like for improving combustion efficiency and an auxiliary fuel burner 40 for spraying an auxiliary fuel which is a mixture of heavy oil or the like having good combustibility for assisting combustion of a hardly combussible fuel and the spray medium. The hardly combussible fuel is sprayed from the two-fluid burner 4 in a combustion process of the hardly combussible fuel. Then, the hardly combussible fuel collecting residues or the like of water and oil forms uniforms drops. The uniformed drops are then heated up to not less than 1,100 deg.C by a front furnace 5 to drastically evaporate moisture and finely disperse the uniformed drops. Thus, a large amount of a volatile matter is diffused around the hardly combussible particles to provide a circumstance in which combustion is readily performed.
